Prevent Event Double Booking

A notification email will get sent if the event is created as disabled, otherwise there will be a validation error thrown that prevents the event from being saved until the date/time/location is changed. Changing the logic to allow for disabled events, will allow the events created from the front end form to not be impacted by this validation error.
